NBE Invites Applications For FMGE December 2023, know schedule, eligibility criteria, exam pattern, all details here

Delhi: The National Board of Examinations (NBE) has invited applications for the Foreign Medical Graduate Examination (FMGE) in December 2023.
Detailed schedule –
1. Online Submission of Applications – up to 13th December 2023 (Till 11:55 PM)
2. Edit Window for All Payment Success Applications - 15th December to 18th December 2023
3. Final Edit Window to rectify Deficient/Incorrect Images - 29th December 2023 to 1st January 2024
4. Opportunity to rectify deficiencies related to documents uploaded in the application – Qualification Certificate (PMQC), Apostille/Attestation of PMQC by Indian embassy concerned, Eligibility Certificate or Admission Letter, Proof of Citizenship - Portal will be closed on 1st January 2024 at 11:55 PM (Through Online Deficient Document Submission Portal)
5. Final opportunity to rectify deficiencies related to documents uploaded in the application - 5th January 2024 (11 AM onwards) to 8th January 2024 (Till 11:55 PM)
6. Issue of Admit Card - 12th January 2024
7. Examination Date - 20th January 2024
8. Declaration of Result - By 20th February 2024
Application for the FMGE December 2023 session can only be submitted online through the NBEMS website. There is no other methodology for application submission. Application submitted through any other mode shall be summarily rejected. Applications of candidates producing false or fabricated information shall not be considered, and candidates may be further debarred from appearing in any future examinations conducted by NBEMS or other Institutions.
Candidates may note that deficiency in the application form may be communicated to them by NBEMS; however, it shall be the sole responsibility of the applicant to ensure that the application submitted is complete in all aspects as per the information bulletin. If any deficiency in the application, which was not communicated by NBEMS to the applicant before the conduct of the examination, is noted at any later stage, this would not create any equity in favor of the candidate and confer any rights onto the candidates for grant of eligibility for the examination.
Edit Window –
Candidates who have successfully submitted their payment for the application during the Application Submission window shall only be allowed to edit their applications during 15th December 2023 to 18th December 2023. No new application can be registered, or payment can be made during the edit window. Any information/ document can be changed/corrected during the edit window except for Name, Test City, Nationality, Mobile Number, and Email ID. Information can be edited any number of times before the closure of the window. The last submitted information will be saved in the records.
Final Edit Window –
Deficiency related to images uploaded (photograph, Signature, Thumb Impression) shall be intimated to the concerned candidates, and the same can be corrected during the final edit window, i.e., 29th December 2023 to 1st January 2024. No further opportunity shall be given to make corrections. Candidates are advised to submit the images in their application as per the prescribed image upload guidelines.
Deficiency related to documents uploaded (Proof of possessing Primary Medical Qualification, attestation of Primary Medical Qualification certificate by Indian Embassy concerned/apostille, Eligibility Certificate/Admission Letter, Identity Proof of Citizenship, etc) can be rectified by 1st January 2024. NBEMS shall publish a list of candidates on its website who would fail to rectify the deficiencies in their documents even by 1st January 2024 and shall open an online window from 5th January 2024 to 8th January 2024, giving a FINAL opportunity to submit documents that are deficient in the application. No further opportunity will be given.
Candidates who fail to submit duly completed applications for FMGE December 2023 with requisite documents and/or fail to rectify the deficiencies in their applications by the last date prescribed (i.e., 8th January 2024) for rectification shall be declared ineligible. Admit cards shall not be issued to candidates who are declared ineligible before the conduct of the examination. In such cases, the entire fee will be forfeited. Issuance of an admit card in any previous session(s) of FMGE shall not be a ground to issue an admit card for FMGE December 2023 as well for such candidates who are declared ineligible for FMGE December 2023 due to incomplete applications.
Candidates should ensure before submitting of online application form that they shall qualify for the final examination for their primary medical qualification by the prescribed cut-off date and that their primary medical qualification shall be confirmed by the concerned Indian Embassy to be a recognized qualification for enrolment as medical practitioner in the country in which the institution awarding the said qualification is situated. If it is found at any point in time that their primary medical qualification is not recognized, the candidature/result shall be canceled/ deemed to be canceled.
Candidates should have qualified for the final examination for their Primary Medical Qualification, i.e., MBBS or Equivalent degree, on/before 31st October 2023 and must submit proof of passing the same while applying for the FMGE. If a candidate fails to substantiate the claim of having passed the primary medical qualification by the prescribed cut-off date, i.e., 31st October 2023, with supportive documents, his/her candidature shall be canceled.
The foreign medical degrees should be attested either by the Embassy of India or should be Apostilled by the appropriate authority of the foreign country concerned. Kindly note that the apostilled/attestation is to be in accordance with the requirements of the Hague Convention of 5 October 1961, abolishing the requirement of legalization for Foreign Public Documents (Apostille Convention). For details regarding Apostilled documents, candidates may refer to the website of the Ministry of External Affairs, Govt. of India. Unattested certificates / Certificates attested after the last date prescribed for submission of documents (i.e., 8th January 2024) shall not be considered for the purpose of eligibility for FMGE December 2023.
Appearance in FMGE does not confer any automatic rights to secure provisional or permanent registration with the National Medical Commission or any State Medical Council. The provisional or permanent registration with the National Medical Commission or any State Medical Council is subject to fulfilling the criteria as per the National Medical Commission Act, 2019, and the repealed Indian Medical Council Act, 1956.
Eligibility –
He / She is a citizen of India or an Overseas Citizen of India.
The candidate should possess a primary medical qualification, which is confirmed by the Indian Embassy concerned, to be a recognized qualification for enrolment as a medical practitioner in the country in which the institution awarding the said qualification is situated.
The result of the final examination for the said primary medical qualification should have been declared on or before 31st October 2023.
As per Eligibility Requirement for Taking Admission in an Undergraduate Medical Course in a Foreign Medical Institution Regulation, 2002 –
The candidate should have obtained an ‘Eligibility Certificate’ from the National Medical Commission (or the erstwhile Medical Council of India). This requirement shall not be necessary in respect of Indian citizens or Overseas Citizens of India who have acquired the medical qualifications from foreign medical institutions or have obtained admission in foreign medical institutions before 15th March 2002.
Indian Citizens/Overseas Citizens of India intending to obtain a primary medical qualification from any medical institution outside India on or after May 2018 shall have to mandatorily qualify for the National-Eligibility-cum Entrance Test for Admission to the MBBS course. The result of the ‘National- Eligibility-cum-Entrance Test for Admission to MBBS course’ shall be deemed to be treated as the Eligibility Certificate for such persons, provided that such persons fulfill the Eligibility Criteria for admission to the MBBS course prescribed in the Regulations on Graduate Medical Education, 1997.
Candidates must note that it is mandatory for them to submit proof /documentary evidence that clearly establishes that the result of the final examination for such a primary medical qualification was declared on or before the cut-off date, i.e., 31st October 2023.
In the event that the proof / documentary evidence submitted by the candidate does not clearly establish that the result of the final examination of his primary medical qualification was declared on or before 31st October 2023 and/or does not clearly specify that the candidate has been declared PASS /QUALIFIED in the final examinations in all mandatory required courses, the candidature shall be canceled. The candidate shall be declared ineligible.
The candidate seeking provisional or permanent registration in India shall not have to qualify for the Screening Test if he/she holds an undergraduate medical qualification from Australia/Canada/New Zealand/United Kingdom/United States of America and the holder thereof has also awarded been a Post Graduate medical qualification in Australia/ Canada/New Zealand/ United Kingdom/United States of America and has been recognized for enrolment as a medical practitioner in that country.
Eligibility of candidates who have obtained their primary medical qualification from Pakistan shall be subject to their security clearance from the Ministry of Home Affairs (MHA), Govt of India.
Exam details -
The request shall not be entertained for change in date/center of examination under any circumstances. Candidates are advised not to canvass for such representation. Only eligible candidates will be allowed to appear in the FMGE who have both the Eligibility Certificate (if applicable) and the Provisional Pass Certificate/Degree Certificate of Primary Medical Qualification.
Candidates who fail to submit the documents as prescribed in the Information Bulletin for FMGE will not be allowed to appear in the examination and will be declared ineligible to appear.
Admit card –
Admit Cards for the FMG Examination shall be available to download at the NBEMS website from 12th January 2024 onwards. Candidates found ineligible before the conduct of the examination shall not be issued admit cards. Candidates will be informed through SMS/Email alerts and website notice regarding availability of the admit card on the NBEMS website. Admit cards will not be sent to the candidates by Post/Email.
Candidates are required to download their admit card from the NBEMS website and affix firmly their recent (not more than 3 months old) passport-size photograph in the space provided on the admit card.
Test centers -
FMGE shall be conducted by NBEMS at various exam centers engaged for the purpose. Candidates are advised to familiarise themselves with the route and location of the exam center. Please refer to the Chapter on details of Test Day Procedures. The detailed list of test centers is enclosed in the notice below.
The examination test center staff on duty is authorized to verify the identity of candidates and may take steps to verify and record the identity of candidates. Candidates are required to extend requisite cooperation.
Exam pattern -
The examination consists of one paper comprising 300 multiple-choice questions. Each question shall have 4 response options/distractors in English language only. Candidates are required to select the correct/best/most appropriate response/answer out of the 4 response options provided in each question. FMGE is divided into two parts of 150 questions, each with a time allocation of 150 minutes for each part. There is a scheduled break between the two parts.
The examination shall be a multiple-choice questions (MCQs) test delivered using a computer network as per the prescribed scheme. Negative Marking: There shall be no negative marking.
A candidate shall be declared as having passed only if he/she obtains a minimum of 150 marks out of 300 in the examination. Results (Pass/Fail) for eligible candidates will be displayed on the NBEMS website. There is no provision for re-totaling/reevaluation.

Possession/ Use of mobile phones/Electronic devices is strictly prohibited on the premises of NBEMS Test Centres. Candidates shall be liable for penal action for Possession/ Use of Mobile phones/ Electronic devices. Please go through the guidelines detailed in the Chapter on the use of unfair means in the examination.
Demo Test: A demo test shall be available for the benefit of candidates to familiarise themselves with the Computer Based Test format on the website of NTA. Candidates will be able to access the Demo test tentatively from 10th January 2024 onwards.

The prescribed exam fee should be remitted through a payment gateway provided using a Credit Card or a Debit Card issued by banks in India or other modes as may be made available and have been provided on the web page. Fee cannot be deposited through any mode other than the payment gateway available while submitting online application form submission.
Kindly ensure that the payment made for the examination fee is successful, and confirmation of the same can be seen in the application form under payment status reflected as “S” (for successful).
Examination fees in respect of candidates who are absent or have been declared ineligible due to any reason shall be forfeited.
Candidates MUST bring to the test center the following documents –
1. Printed copy of Barcoded/QR Coded Admit card with his/her photograph pasted on it
2. Any one of the mentioned Govt issued photo IDs (must be original and valid/non-expired) - PAN Card/Driving License/Voter ID/Passport /Aadhaar Card (with Photograph)
Result –
The result of NEET shall be valid for a period of three (3) years from the date of declaration of result, entitling a candidate to pursue an MBBS or equivalent medical course, including pre-medical/language course, if any, followed by an MBBS or equivalent medical course.

Candidates are encouraged to communicate for the FMGE December 2023 session through the “helpdesk” tab, which can be accessed after the applicant login to its application account. The correspondence through post should be addressed to the Executive Director, National Board of Examinations in Medical Sciences, Medical Enclave, Mahatma Gandhi Marg, Ansari Nagar, New Delhi-110029. Candidates are requested to superscribe the envelope with the subject matter of the correspondence for expeditious processing.
